Unable to link to portal after max outgoing link message

Summary of issue: If you are linking out from a portal and you try to link past the maximum outbound links you get the denial message. If you add an SBUL and try again, the portal you were denied a link to is never available for linking unless you restart Prime.

Device: iPhone 11

OS: iOS 13.2.3

    Maybe this error happens because the key you tried to link dissapears from your inventory.

    Restarting the app made the key available to link again.

    is not a SBUL problem, the problem is that the key dissapears!
