You're not supposed to, it's a permanent thing on the map screen. However, with a workaround, you can hide the COMM anyway.
Note that this workaround is not intended by the game and may lead to (graphical) bugs.
Open your menu and select "Missions". Choose a random mission (preferably one that is some distance away) and select and start it. You'll be returned to the map screen, where you'll notice that the COMM has been replaced with the mission title and progress.
After that, open the Mission menu again. (If the Mission you started isn't opened automatically, select it from the top of the list). In the Mission details, check the "Hide Mission Prompts" box. You'll be once again returned to the map screen, now without both the COMM and Mission details.
This should persist between restarts, however sometimes the Mission is ended automatically after some time. In that case, just redo the steps.
If you want to play a mission normally, go back to the Mission details and uncheck the box.

Big thanks, it was soo annoying, it is gone for now.
If you zoom out all the way, the top UI elements sometimes disappear. But they only do this at the furthest zoom level.
