List the Capsule ID that you're trying to load into, and they might be able to do something. Otherwise, submit a ticket with as much information as you can to https://ingress.com/support

First try with one or two keys.
This happened to me when a portal that have keys was removed.
First portal is removed, but not the keys and if you want to put keys into capsule, have this error.
Needed to identify the removed portal, recycle those keys and then you can add the other Keys.
