@DSoT88 I believe people do group together on discords and work together to try to game the OPR/submission system. How successful they have been at this remains to be seen.

Would you care to provide examples of your submissions so that i can work with you to make them so good that it leverages the reviewers who are not local to you and overpowers anyone who may be trying to game the system. Lets get constructive and ignore the tangents and off topic stuff... lets get some of your portals approved.
Yes there is definitely in-game antics going by a few rotten apples out there. Small communities suffer from those who have an agenda to lowly rate everything because locals and some further afield agents know who in those towns qualify for OPR submissions. Tickets were raised when our legitimate portals got denied, however just the same old repetitive bot messages form Nia. were received.
Denied portals were subsequently re-submitted and approved once the opposing team imploded, what a coincidence!
Your other point in regards to helping with our submissions (thankyou), though at this time I don't believe it necessary to post submissions in this discussion area for review. Unfortunately there are a number of ill-informed agents (as seen) who would not be able to provide a balanced or objective view.
However, the below stats should be sufficient enough to exhibit that I am more than competent of discerning what is a legitimate and good candidate for the portal network.
* OPR Performance = Great (8000 plus analysed)
* Recon Badge (35 to obtain Platinum)
* 100 plus discoveries (rural & township)
Thanks for your input and lets hope Nia. can improve the OPR experience for those who spend their time and money making Ingress a great experience.
Man, I have over 10,000 agreements and 338 portals created and I still get rejections. Either you prove your submissions with better photo a d info and resubmit or you let it go and move on to the next. A few weeks ago I found a chimney in the middle of the woods from an abandoned house and submitted it. It got rejected. I did so.e research and found out why it was Historically relevant to the area and the families that lived there and went back and resubmitted it with a better description along with a photosphere and some extra info and it was accepted on the second try. There's no opr Mafia targeting you personally. People in this thread are offering to help you but you won't even share what's being rejected.
So, take this bit of anecdotal evidence as you will.
A local agent submitted a park sign for OPR. The title of the park sign was very clear and direct. The picture was taken during the day, was clearly visible from street view, and was not in range of any other portals. Although no description was given, the title of the submission combined with the picture made the description seem redundant. However, it was rejected within two weeks. The park sign is near the agent's general play area. I had suggested that the agent resubmit the same portal but with a tree emoji. It was accepted within a week.
This anecdote tells me one of two things, and both are different conclusions. If you believe that the opposing side has weaponized OPR, then it would confirm that suspicion. However, there alternative conclusion is that the submitted received a different set of reviewers on the second pass who had seen the submission more favorably than the first.
Although you can suspect that something has occurred, it is difficult to prove or disprove whether or not OPR has been weaponized at all. There are certainly always enough hints, but without firm facts (e.g., screenshot of the opposing faction keeping a record of submissions by its own agents to accept/deny) we can only speculate as to why a portal was ultimately denied.
I agree with the general sentiment that abuse of any system in this game is harmful ultimately to the community as a whole. When we start weaponizing portal flagging, submissions, remove requests, and any other system incidental to portal existence, it can potentially lead us down a slippery **** of not having any portals at all. And that would just be sad. However, we should also avoid being paranoid about every Res or Enl agent around the corner flagging our portals because we submitted it or use it for a standing farm that they can't easily smash. Ultimately, real evidence prevails, not innuendo and suspicion.

But yeah, goes to show that not a lot of people in OPR actually follow the rules, and Niantic isn't checking anything, per usual.
