Pokémon Player abusing system - Creating Fake portals around the country
Player is adding fake portals by submitting photos from objects and playgrounds that belong to other towns, thus confusing reviewers and local players/tourists. Here some of them:

This Pokemon Go player has approved many fake portals in our country. He is still sending fake nominations that we are trying to revoke, but we need your help to ban this player breaking the system. We suggest to delete all portals this subject managed to get live with his accounts. If not possible, we will report the hundred of them independently. We are simultaneosly sending a report through Wayfarer and Scanner to address this situation promptly. @NianticCasey we would appreciate if your team can help us with this issue affecting the portal network. Thank you for your attention.

If he is creating fake photospheres you can report them at Google maps too.

Do the second bit.
You will have to report the individually. And if the reports are rejected, you will have to appeal them separately with the appropriate photographic evidence.
Odd that this one lone player submitted and voted on sooooo many portals all on his own. I imagine that in voting not a single Ingress player voted on any of these waypoints. In fact you seem to be saying that this one player passed these hundred stops all on his own.

How many times has it been said that there is no coordinated effort to control waypoints. Odd that your coordinated efforts are ok and yet someone elses efforts are not.
He nominated fake 5-star objects deceiving most reviewers. We are a wayfarer group which help new people to nominate according to rules and thus reduce the bad quality candidates in the queue. We also have a guide based in Niantic criteria to help everyone with reviews, including nominations very unique from the country and that we have asked support if they are valid. There is nothing wrong if a country organizes to evaluate portals according to rules. We live in a small country making it possible.
