I do agree that indoors at a hospital would be an uphill battle, because the submitter would have to provide sufficient evidence that it is not positioned so as to interfere. @NianticCasey can you provide any guidance in a case such as... a unique mural or sculpture, indoors at a hospital food court, where the submitter has provided a supporting photo and text to show that there is ample space to gather in such a way as not to interfere with emergency operations?
Ineligible: the front door to the hospital / main lobby / waiting room / etc. if it would interfere with operation of emergency services, especially emergency service vehicles.
If you're still confused about this after reading the directions on the Wayfarer site and the clarification in this thread then just use the skip button. These types of nominations make up about 1% at least in my personal experience. If you have a question on making a nomination contact someone in charge of the particular facility in question.
I've always been under the impression that things within/on a hospital building itself or blocking a driveway should be rejected. Things like an outdoor break area/garden that have an eligible object like a statue or painting would be accepted if it's not within the hospital building.
My issue with lobbies/waiting rooms is that height doesn't matter. Meaning above the lobby could be floors full of areas where hospital staff doesn't want people lingering/trying to access and players could get in staffs way.
I think hospitals will always be grey areas leaning heavily towards rejection.
What operations? Operation of emergency services? I know 'of' means 'or' in some languages, but in English, 'of' does not mean 'or'.
Even then, a playground is not interfering with operations either. They wouldn't place a playground anywhere where it would interfere with operations.

That is not entirely accurate. The guidelines say:

You are ignoring the "if it would interfere with operation of emergency services, especially emergency service vehicles." part of his sentence.
Old guidelines only count if they are not updated. This one has been updated.
