Passcodes distributed at First Saturday events are intended for on site participants.
It really sucks to be at the event, get the passcode late, and discover that it's already fully redeemed.
And let's face it, the gear from these passcodes just ain't that great anyway.
Please let FS participants enjoy their passcodes, don't share them with people not on site.

Yeah, its lame those that share FS codes outside... niantic should really limit the codes to the names actually registered on the event maybe?

You do realize the world is round right? His FS may not have even started for several hours and the passcode could already have been FR. We all live in different time zones and a passcode being leaked at 1 pm for me could be 4:30 am for anyone else.

The passcodes provide additional gear for participation during the FS event, and the restock portal is for replenishing gear after the FS event. I agree with the OP that the passcodes for particular FS shouldn't be shared publicly. The gear aren't great for general use (Lv1 resonators) but very useful in gaining AP during FS.
Maybe they should not have a limit on them then, easiest solution.
I believe the limit is 100, without this, There would be a huge abuse of sharing those codes.

still no reason why not get rid of passcode, heck bundle the gear with registration portal if you must
The 100 limit isn't even enough to cover every agent at the well-attended events.
That I do agree with, that the passcode was originally a tool/mechanism for decoding exercise - which in actual fact is being promoted during the FS. The passcode is not given as plaintext but rather a cipher (although it's a simple cipher most of the time), so the agents can get a taste of decoding while not burdening agents with a cipher too complex to handle for amateurs.
Although I suppose if hacking the reg portal gives "FS Bundle" and the decoded passcode gives a media for "congratulations on successfully decoding" this month's FS challenge, that would serve both purposes.
That is kind of sad. Most of the time we never even solve ours as we don't really know the method
At the end of the event, the group leader should gather everyone around and tell everyone the password out loud. Whoever attended/present gets the pass code. And then what happens later should not be a problem or something to complain about.
Anyway.. This is how we do it at our IFS and everyone seems to be ok with it.
Wow, that is a pity, tell your POCs to reach out to their faction globally, there are always groups that help learning the basics, specially if it is to help with an IFS passcode.
I'd be happy to give you some help on how to decode these if you'd like. Just let me know.
The IFS passcodes thus far have been the most basic decoding, and can be solved in minutes. The clues how to decode are also given to the Faction leaders.
People share passcodes out of habit, and I doubt that behavior will change. Perhaps Niantic should come up with a better mechanism, e.g. those passcodes can only be redeemed by people who followed whatever registration/check-in process exists?
I have long thought passcodes should be geofenced. It was frustrating as heck to hunt down the physical passwords at the Camp Navarro event, only to find they'd gone FR because someone had leaked them to the web already.
Hrmm. I don't even remember ever getting a passcode at Navarro.

Passcodes are intended to be hared and leaked. Niantic can send them by mail any time they like, therefore the only reason they don't is that they intend them to be like that.
So, yes, blame the player base and learn to distrust those who should not be trusted even with a "not that great" passcode.
This is untrue; it might be diff for virtual FS but at the last one someone else had posted in Discord the FS Passcode before event had even started
They took it from a different timezone
At a previous one they started with the code nearly complete and just brute forced the last couple of digits
So I do not know what the sites are but they apply to more than one
