But can you answer this? Are patients given the chance to be seen in all of the hospital. If there is different floors assume one floor plan for all conditions. If patients are seen in all of the hospital floor plan than that is affecting operations with having a Wayspot in the hospital which is rejection to me. Outside grounds are typically done for the entire property for things. If it's near an entrance or right in a entrance for the hospital then that's blocking EMS the entrance in a way and should be rejected.

There are often cafeterias, gift shops, chapels and in the case of this hospital, auditoriums where the public comes to receive education about health related topics. So, yes indeed there are entrances and areas in hospitals that are not for emergency operations and can be accessed without interfering with emergency operations. There are also areas outside of the normal footprint of doctor patient interactions altogether.
IF Niantic did not want any portals in hospitals, they would have said so like they have done with schools, daycares and adult-oriented businesses. Instead, they have chosen to say that a portal that obstructs an emergency driveway is ineligible. Edit: According the old candidate action guide, they want hospitals and anything on or inside the hospital building rejected.
Hospitals may not be the ideal location to have a cluster of pokemon go gyms, but to simply reject because a portal is located in a hospital without evaluating the portal nomination for its other characteristics and its specific location is irresponsible.

Actually read them thanks to you accusing me of being 3 people banned prior. I believe you are the reason they are gone and not in wayfarer. So people with submissions at hospitals can thank you for losing hospitals.
Hospitals aren't currently banned areas, they're not lost. Wayapots are only ineligibile if they block the emergencies services of hospitals. I've had a hospital near me get a tone of new wayspots the past few months.
Please don't spread rumors about Hospitals being lost areas, they are still very valid areas for wayspots according to the guidelines.

With that being said a Waypoint at a Hospital as long as it meets other criteria could be acceptable. I would advocate that wayfinders be extra diligent when reviewing as to not accidentally obstruct emergency services but that does not mean anything and everything at a Hospital should be rejected.

Wayfarer does not spell out everything that is acceptable in that much detail. In cases where there isn't a specific rule, it is up to our judgement to determine if the proposed POI is a location with a cool story, or has a place in history or has educational value or is a cool piece of art or unique architecture or is a hidden gem or hyper-local spot. They have given us examples, but they have not gotten into the minute details of reject all of these and accept all of those in most cases. That is why they have given us a 5* scale instead of asking yes or no on their review questions.
Hospitals and hospital grounds have never been classified as acceptable or unacceptable, pre-Wayfarer or post-Wayfarer. Edit: The old Candidate Action Guide did state that Hospitals and anything on or inside the building should be rejected. end edit Healing gardens have never been called out specifically either. But the area that may impede emergency ingress and egress at a hospital has been deemed ineligible.
Additionally, @NianticCasey has confirmed that guidance from AMAs and other official resources like the FAQ and Candidate Action Guide are still good if they haven't been superseded by something published in Wayfarer.

I owe @Dice976jr an apology. You have been right on this one. Even though I disagree with Niantic for the reasons I outlined, I will review according to their policy. If the nomination is the building or anything inside of it, I will reject. If the nomination is outside of the building, I will only accept if the candidate is eligible on its own and is not in the path of emergency vehicles.
Found a copy of the old Candidate Action Guide and the policy stated actually was to reject the hospital and anything on or inside the building. I haven't seen any more recent guidance on the subject.
