Same here, submitted portales just now, lost 3 nominations with this bug error, came to the forums to check it out, and to my surprise I’m not the only one.
Today, I've so far received 4 confirmations from the "stuck ones" within 15 minutes, and corresponding entries in Wayfarer (now withdrawn). Something got somehow fixed.
Another update here, the Wayfarer team has told me that they think they've found the cause of this issue and are working on implementing a fix hopefully today. I'll provide some more info about this once it becomes available. Thanks as always for your patience.
I'm having the same issue! Thanks for the update Casey! It looks like one of mine was still duplicated 2 days ago. Thankfully the one today was not duplicated.
Still no fix then for duplicated double submits call it what you will, I'm personally getting annoyed.
Also the red error box while pressing submit causing a submit of your total amount of submits to disappear still no fix and causing people to press submit again having the same submit on wayfarer appear multiple times.
It's causing mass duplicates of the same submits to appear on wayfarer while reviewing as people don't withdraw their duplicate submits of wayfarer.
I have just sumitted via ingress & the red box error message flashed briefly on the screen. The email arrived within a minute but 10 minutes later it still hasn't turned up on wayfarer
I know that I promised a resolution last week but the fix that we had previously staged didn't actually resolve the core issue at play here so unfortunately it's still ongoing. I've reached out the Wayfarer team for an updated timeline, so sorry for the ongoing delays.
Folks, until it get fix'd, just don't try again the same submission.
I only got this duplicated once, and every subsequent porposal that show me any kind of error I just waited few minutes until the email arrival, then went back cancelling the steps. The last ones went normally so the fix might have worked for me.
I'm happy to report that the fix has been live since Friday (March 6). We were holding back communications to ensure that the fix was actually effective and it looks like it was successful. I'm still working with the Wayfarer team about a "make good" for all of the excess nominations that were used, stay tuned for more information on that. Thanks for your patience everyone!
ever since the friday update Ingress has been crashing on my phone. I missed first Saturday because of this. Most of my portals I’ve been charging have died. Many people are posting about it in the app feedback section. https://community.ingress.com/en/categories/feedback. Is Niantic aware of this issue? Are they working on a fix?
Thanks for the report, sorry to hear that you missed FS because of this. What OS are you using? There is a known issue affecting iOS 11, Android 5 and 6 that could be at fault here.

Submitted one at 7:24am this morning, another email randomly came through at 9:16pm for the same nomination.
Also submitted one at 8:27am and I got two emails.
Can I withdraw the duplicates without affecting the originals?

I tried my friend but finally glad Niantic are aware of all the bugs.
I experienced this once, but then on I'm just not submiting it again if I got it canceled. It "worked" every time.
The same thing happened to me this morning and I lost a precious nomination.
I had a double nomination this morning, too. Very frustrating as I lost a nomination and had already planned exactly how to use all of mine

Admittedly it seems like a very hard task to achieve but due to a bug I know we should get them back.

I don't know if the press submit then red error box appears bug still happens or wherever it takes a submit of you still.

A couple of mine duplicated with the error and without me trying to resubmit after seeing the error.
Works for me now when i send in 1 nomination from wifi.
