Level up faster, probably.
There were others complaining about this and it usually resolves itself in a few hours. Just try again in a few hours. You may want to check the e-mail your using is the right one. If it persists also try reporting in app feedback section.
I've been trying for a year to Access opr/Wayfairer. I've been completely unable for that long. Waiting to try later isn't acceptable

Are there any unusual characters in your email address? Full stops in emails in particular seem to cause problems.

That's likely to be the problem then. Sadly this is a long-standing well known bug, but I don't recall it ever being acknowledged by Niantic.
Have you reported this to Niantic through the help desk?
Also, you say that you have recursed, were you able to access Wayfarer/OPR before you recursed?
Yes I've reported it over a year ago. No I've never had access
