Some of the portal suggestions made by some agents are "mural painting" that are on the walls on the outside (facing the street) of schools or colleges, having access to the public.

The answer will depend on what ages these educational institutions are for.
Use 18 years as a cut off. If it's for students below 18 years of age then 1*.
Anything within k-12 school grounds is ineligible, this includes murals on the external facing walls. It also applies to little free libraries on school grounds near the entrance.
College campuses are generally acceptable, provided they are safely accessible. A mural would generally be acceptable in a college campus and may be rated on cultural, historical, or visual significance.
