It might help to decode this "character" by "character", instead of all at once.
it is something you used before in this puzzle, but this time use it with divide et impera in mind (as NineBerry said)
Stage 1 used a common lookup table. Stage 3 used a common lookup table. If Stage 4 uses a lookup table, it's non-standard, and there doesn't seem to be enough bits to go around, what with only 19 unique symbols.
The initial 3 clues contains a little math in there.
Yes it can easily be done at python.org/shell although you can also get QPython3 and run it directly on the mobile.
Take a look again at the initial clues. One will help you determine the length of the passcode.

Okay I am stuck at Y3c I am pretty sure I am done with reversing it not sure what to do with it at this point though.
When you find Y3c you don't need to reverse, you just decode, try decoding by dividing it into several parts, not all at once
How do they get letters from this code? Are the pixels important?

I have absolutely no clue how people got from jJT,,, or WTN.. to Y3c. Not the foggiest idea.

The most challenging part was the final steps, and figuring out what to do was only half of it.
Finding the will to do it was the other half.
Repetition does not a satisfying challenge make.
Should steps 2-3 from @WinZStein give me 19 pairs of characters?

Answering my own question for those who are wondering: yes, I was on the right track, but still not done yet. Still have to Divide et Impera once more
This one took some work. It is extremely prone to typos. Mind you capitals, watch out for 1 and lowercase L.
eeesh... had to figure out how to break things up.. but yea.. just a long process i would have not been able to do just on my phone.. some of you guys are crazy.
