Do I really have to write a senseless post here in order to get 50 likes or something else so that I can reach level 2. I would like to post a sitrep but can't insert pictures. That's a little annoying. Where can I even see what level to do to get this or that free. Or can I just not find this because I visit this forum mobile

This is a pointless post, but I understand your frustration with the system.
It's also frustrating when readers comment "good idea" or similar, but don't bother to click "insightful" or "like" on the idea they are approving.
It's annoying, but it's also an anti-spam measure. I could see spammers making level 1 accounts, just to come on here and let you know about certain people in your area, willing to participate in certain activities, and filling the forms up with "eye-catching" images.
I need also likes to report fake-portals...
I also want to add later sitreps.
I wonder, why NIA not just awards points based on ingame achievements to begin with. E.g. a point per million AP, or so.
Well, we were warned that this community is work in progress. Let's hope they will do something about this problem. BTW spam was quite annoying on g+...

tl;dr
As stated this is the beginning of the community and at the moment this is how they are able to keep the spam down or inappropriate content that had plagued gplus. Yes it makes it hard for agents who are new to come in and file complaints but i think a major point of this isnt "a popularity contest" but to get people actually involved in this community. I could be wrong but it doesn't take much to get to level two and im sure with constructive feed back that this could possibly change.
Eventually I probably also will end up with wanting to post a sitrep or two... or with #ThingsYouSeePlayingIngress... Right now they are at diaspora...
Also I do not understand - I get the "you have to be a bit longer around to post a link..." also when I cite someone...but dont post a link (Okay, will take this to where-ever feedback is collected...)

This is a good idea, but right now it looks like there's no tie-in with the forums and the game besides grabbing usernames. I think Niantic's working on something like that.
The current restrictions are part of Vanilla's (the forum software) native capabilities (it may be a plugin, I'm not entirely sure) so they were relatively easy to implement.
One big issue right now is that you need to level up to quote people because quotes are technically links, so I had to copy and paste mmxikus's comment.
@NianticMac You find that funny. Now I can post a sitrep, but the text is not there. Now there is a sitrep in the forum that only has pictures ... Your restrictions here are real rubbish ..
Even worse getting flagged as spam when just enjoying the forum in the first week.

Considering that game-related community-forums have been around since the 1990s you would think that someone would have hit upon the right combination of features/restrictions to satisfy players upon a forum's initial inception without having to gamifying it so it could properly be used.
But alas...

Which is to say, I agree. This is not software Niantic developed, it's a turn key solution (which is probably good - in 2019, it's a waste of resources to develop your own platform for this). It's not a novel use - community forums have been around for literally decades at this point. I'm willing to cut Niantic some slack on app development, because AR gaming is new and they're doing a lot of new things and figuring it out as it goes. I'm a lot less forgiving when it comes to a launching a community forum. This is extremely well trodden territory and to not see obvious issues coming (new users can't quote? Really??) suggests carelessness, at best.

Points in community based on AP or in game achievements benefit bots the most, yet you don't want to alienate real players with metrics like time playing the game.

Hey, I just met you, and this is crazy - but why not have a forum without "likes", "dislikes" and fake internet points where it's just people posting and replying to each other for mutual benefit?

This all seems a little pointless 😁
When I first visited last week I was really surprised by all of the random posts that flooded in so quickly. I wasn’t on too much and only later figured out people were rushing to get Likes to level up. Those of us left behind the initial rush are now forced to slowly slog our way up through more normal interactions and posts in order to use quotes and post pics.
I think this is more just a way to quell spam and they were willing to deal with whatever janky implementation and problems that cause for the time being I expect that it will change in the future
