I may have miscounted and don't recognize all the musical notation beyond sharps and flats, but just because it's tedious, a simple left-to-right transcription of the notes was:
C C-C[red] D G Eflat-G C C Asharp A[red] Esharp-Enatural.-Cflat F Asharp D C-Dflat B
Edit: I do note that if the top and bottom are being played concurrently, there are missing "pause" notations throughout.
Mark after bottom-line E# is "natural" - ♮ - so it means "normal" E
For the edit: Not all notes count to 2/4 tacts either (pardon my english).
The counting is Not correct there are beats missing.

is the answer obvious? I do not play an instrument but I looked up the notes people are saying that there is something missing? what is the format?
Dunno. But (including the pauses), the top half has exactly 14 beats, and (if I read the joined-notes and dot correctly) the bottom also has exactly 14 beats. (ie. at 2/4 time, each quarter note is one "beat"; so the E-sharp is 1/4 of a beat, the E-natural is 1/8+1/4 of a beat, and the C-flat is 1/2 of a beat).
But these 14 "beats" start getting a little bit misaligned between the top/bottom halves starting at the A-sharp on the bottom.
Which leads me to suspect that while the encoding is musical, it's not actually meant to be played musically. In which case, there are 20 "pairs" of notes between top and bottom. Which implies there is some difference between those pairs where a "pause" is noted and where there is merely empty space.
I'm still spitballing weird ideas as to what might be encoding anything, and where the so-far-obligatory "13ar" might yet appear.

Beats start to misalign from the bottom line 3rd beat - D - only 1 beat and no space in 2/4
Does one need to be able to read music very well to solve this one? The format could be useful and maybe a hint with what to do with these notes could be useful.
@ATR0P0S how does one become the designer of the decoding challenge?
This event is a trial run of a concept so we will have to see how it goes and gather feedback. If everything works out well we can look at ways of rolling this out more. Cant say much more than that at this point really, sorry.
Well, I know that BOTH of the first notes are "middle C", and that notes are all named A through G. A note "B sharp" is nearly-identical to a "C flat", each being one semi-tone higher than a normal "B". Any octave C-to-C has 12 semi-tones, as noted on any piano/keyboard. (ie. every neighbouring white or black key is a semitone apart).
E-sharp is 1/8 of a beat; E-natural is (1/4 x 1.5) = 3/8 beats, and C-flat is 1/2 beat; together they add up to one beat. I think the lower stave only has 13 beats on it. So the number of complete beats may be a red herring.
I am wondering whether you have to read this musically - both staves together - or one line after the other. (I am basically nowhere near having anything useful at this point.)
