Edits vs. remove and resubmit

In a local telegram, this discussion came up:
In my cell, the queue for edits is over 2.5 years. Some of these are simple things like misspelling the title of a place, some are move edits because the portal is 40m off from where it really is.
The queue for upgraded submissions is about 2 months.
Therefore, it's years faster to remove and resubmit a portal than it is to move it.
Should people do that then? I kind of wanted to tell them no, but I couldn't find a reason not to (it isn't abuse, it should be removed because it isn't located where the point is)

If a wayspot does not meet one of the removal criteria, which is very difficult from the acceptance criteria, it will not be removed.
Obviously, but it doesn't exist at its location, and I can provide photospheres. The example was a 40ft statue that was moved from an art museum to a sculpture park. Move edit would take more than 2.5 years, removal and resubmit did take a few months. Is that what we should be doing?
Removal request would probably just get denied. Recruit more players for faster edits perhaps?
@maqifrnswa if I can prove an edit is necessary, I'll use the PoGO website. There was a portal that was placed several hundred feet away from your POI and as unsafe to reach. After sitting in edits for a year, I just used the PoGO website and it was moved in days.
Kind of tells you where Niantic places their priorities...
