Is using Flight-Mode cheating?

If I would activate flight-mode, throw some US and XMP, stack them and deactivate flight-mode again, would that be cheating?
If I would have a mini-firewall-wifi-hotspot with me, which gives me control about bandwidth to NIA, would that be cheating?

I thought they had it fixed at one point and would cause any to just fail when switching between airplane mode and data
Airplane one doesnt work but if you hotspot it works just fine. Prime lets you stack even more for some dumb reason.
Please keep describing ways to burster stack. The general community needs that knowledge. /sarcasm
The problem players would be using it anyways, and even fair play players could use accidentally in low signal areas.
Unfortunately the norm seems to be needing to blast this stuff on the forums to get a fix to be done.
My view would be that queuing bursters is fully okay and legal when the it happens because the network connection really is crappy and not because the player is actively provoking no or a bad network connection.
I always thought XMP stacking is a "defensive" method from Niantic in order to discourage players from using portals in low connectivity places.
Not like Niantic has ever said anything about that, but, why would you design the concept then? :D
In our case that guy has his own wifi-router - probably with a good configured firewall - and is using it all the time since over a year...
This really pisses me of, as not even 5 agents can protect a portal against his attacks.
It's a nasty tactic. And afaik no way to determine if someone is doing it or not. At least intentionally.
But Prime's notifications are so unreliable, that I've seen so many portals go down with only (or sometimes not even with) the neutralized notification. So it's hard to say when people are abusing this. Recharging and defending was 100% better in the previous client. The fact that you could manually refresh resonator status was way more reliable than Prime's realtime updating.

A simple check on the use of motion sensors can solve the problem. But if cheaters learn to emulate this procedure ...
You can't even open the client to protect any portals if you don't already have the client open to try. First notification usually means it's already been captured by the other team anyway.
Not sure how I would see that, that would do anything for it. If I'm in a low signal area, I can spoolup about 10 xmps then I get that fun pink halo. If I get network signal back in time, the xmps will go off, if not, I will just have a locked / frozen client that even after a restart might not work for up to 30 minutes. I see this often in a local park that used to work great in the old client, in Prime, it barely works, and now 150+ portals are very often grey because I get tired of the client not wanting to work in said park on 4 bars of LTE.
Being honest, if stacking was cheat or forbidden Niantic should patch the game to prevent it. Put a 0.5 seconds delay between every attack, normal or stacked. Or just to disarm any attacks made if the connection went down.
It's not fair to punish it the way it is now, since it can happen naturally several times a day.
