Question about recursion and onix year badge

If someone does recursion this month, for example, that person will still be eligible to receive the onyx/black medal of year seven? or it needs to be exactly lvl16 when the medal comes out?

Last year, recursed agents got the black year badge. It will certainly also work the same this year, if there is again a birthday badge.

I am still unsure about this. I also asked Andrew Krug about this in the last AMA but my question has not been selected to be answered. There is no certain explanation about it and I am still curious therefore.
It wasn't selected this month because it had been asked and answered in multiple places including a recent AMA.
Those whose recurse will get the black/onyx medal.
