Idea: Rotating cell boundries.
Here is an idea that may solve a number of issues with perma fields, perma blockers etc.
At the end of each cycle, rotate the cell grid say 5-10km.
This would make game play more interesting with players being forced to deal with different scoring cell areas.
Yes it may mean your forever field is not as effective but I think it would spice things up nicely.
Kudos to LeethalAgent for the idea.

That's not how cells work though. They are permanently set boundaries.
They are set in software.
That Niantic doesn't control. Cell borders are 2d projections on a 3d surface.
I know what they are, coordinates can be transformed. Sheash.
They are set in a library maintained by Google, not Niantic.
Rotate the data from Google before presenting on scanner.
Or they could spend time making the existing app work properly.
I've thought anchors decaying at an increased rate by how much mu they're holding would mitigate some of the perma field problem.
