Looks to me that the Basketball Court is also on School Grounds and at least 100 feet form the pin placement.
It appears to be 10x the distance that the playground was from the sidewalk, and when I measured it last, it was roughly 35 feet. So this pin is 350 feet from actual object. That is far beyond a "few feet", which I've interpreted to be less than 10 to taking into account of the inherent GPS and map imprecision.
I think it is rather obvious that a few feet only means an extremely short distance. And I also think it is obvious that it is to remind reviewers that GPS receivers on cell phones and Google Maps itself aren't precise. However, when it is clear that the marker isn't anywhere near the object, it should either be moved to the correct location or rejected as a mismatched location. The latter will likely throw an abuse flag for the submitter.
100% agree this isnt just tweaking it to make it work etc. This is intentional falsification and I would consider this Abuse.

This is literally the same school where TimerCIock's spewed his utter nonsense about how his community's "Dual Use" policy somehow overrode Niantic's definition of "Elementary School". That carcass of a thread has now been closed and deleted. That first case was about a piece of playground on the opposite side of the school.
I don't now know the precise gps of this school, and so won't be able to find it on google maps. But from the available imagery, it's extremely implausible that this is not also part of the same school's grounds, "Dual Use" or not.
Niantic is very unlikely to comment about POI acceptance policy in any community-based forum. That last now-deleted cesspool proved as much. Instead they rely on our collective "common sense" when reviewing, and an occasional "abuse" report against players who insist on submitting such things, and/or removal requests if such things ever somehow manage to be accepted into the game.

To clarify what a few feet from the POI means when it is visually able to be seen from the portal location?
Pretty excited to plan an upcoming trip to the Washington DC area. Gonna make a big circle around the Washington Monument and submit it from everywhere I can see it, which is two states and the District of Columbia. Might have to make a few trips, as there are well more than 14 vantage points that are more than 500 meters (or whatever the duplicate radius is) from each other. That’s kosher until Niantic says otherwise, right? (/s)
BTW, it’s interesting that @lonsriots is also the only other person beside TimerCIock I’ve come across who believes that there is a distinction between a “portal” and a “POI”.

You are absolutely correct, you can easily search anything I have said. I stand by what I have said. I am not perfect and can be wrong. The biggest difference is I understand the concept of right and wrong.
There is much more I want to say about your massive wall of text, however, its not worth mine or anyone elses times. You believe you are above the law/ the rules. You believe Niantic should cater to you and answer you outside of AMAs.
