I'm sorry but your analogy is irrelevant as state/counrty rules of driving do not change just for 2 weeks. And no, I didn't get any messages or emails from NIA explaining this as I'm sure many of the players as well, as this depends on the settings of notifications you choose in the app.
I learned it from our local Ingress news channel in telegram just in the middle of the event, where all the news are translated from English, so I guess these conditions might have been lost in translation. But who cares, right? Just let NIA do whatever they want, as if the game and rules they've created are not for the end players who are supposed to enjoy and play the game.
