It's not about pokemon players. Its ingress players. When you have a legit area to work on. You guys make additional criteria because you feel it is too many in one spot, because of it. Pokemon players don't want to spoof. They want what ingress players have and to finish areas. Legit players have more xp than spoofers, typically. You're worried about spoofing but you have had it in game for a long time, because it also increased ingress player base.

Some parks have tree planting events. Some do sports and recs stuff. Some do fishing. Some do trails. But they all different and compare to each other some way. My park. Well over 40m away from any prp. So it should be given liency as a result. First portal ideas are allowed to be given liency. And I have proved different criteria for some.
It was done by Pokemon go players. Ingress players have no business of clumping that many gyms together in a spot. We do not gain any advantage whatsoever by doing that. Yes, those Pokemon go players needed to cross to ingress to do that, but they're still Pokemon go players first and foremost, not ingress players.

It was definitely PoGo players it was done by putting stuff in the wrong spot making sure it converted to a gym then editing the location. While this requires OPR and Ingress it won’t some by POGo players if it was Ingress they wouldn’t know what they were moving was gyms at all
Parks I'm easy on. As I view, i look at the park. I'd rather approve a dog poop station then something for over 10 times. I'd rather do a parks rule sign. A boat ramp. A pier or multiple. A few sports fields. Few playgrounds. Few outdoor exercise equipment. And other things. And be liency that way because parks do help a lot of people.
Technically to approve a portal, you have to be an Ingress player.... repeatedly I've said ingress players do not follow rules and everything you are worried about with pokemon players you have already seen?
That gym cluster was created by PoGo players dedicated enough to slog through a whole other game to get access. Many in my community tried, most gave up cause PoGo is a bigger priority.

If people are moving POIs away from their actual subject, in order to generate gyms, that's an abuse of the system and needs to be punished heavily. The POI database is Niantic's most valuable asset and they're damaging it. It doesn't matter who's doing it.
Also, you could get an email to get access to Redacted, after Prime was released, so no, not just Ingress players.
That all depends on why they made the decision not to do that in the first place. Ingress portals being too close due to moves is already an issue, and in PoGo the ability to click on them has no disambiguation feature, so being able to click on Gyms vs Stops can be difficult some time. Having every POI might make that situation far more difficult.
And when people put 9 gyms on top of their house, that's not "a few feet". Intentionally mislocating a portal to generate Gyms should be punished by both denial of submitting portals and removal of OPR privileges.
It is very likely with that manipulation that there would be a nusuince created for the local non-playing community to deal with. It is irresponsible to create situations like.
I don't care much to debate whether pokemon should be allowed to vote on opr but if you can't see the issues that would be caused by that failure to follow the rules and act in good faith then you shouldn't be doing anything in opr.

this is why Niantic needs to let every POI be a pokestop, or at least more. it'll help stop PoGo maliciousness in Ingress and their POI database.
