Everything does have some history and culture BUT (and this is the important bit that you are getting wrong) some things have more history and culture than other things. Consider the paint that I put on my living room wall. It's plain white. Now consider the paint that Leonardo Da Vinci put on the Mona Lisa canvas. Do you agree that one has more history and culture than the other?
Consider the rating system for History and Culture. It has options for 1, 2, 3, 4 and 5 stars. Do you see some sort of connection between the idea that some things have more significance than others, and the concept of a 1 to 5 rating rather than just 'is this a member of the set of 'everything' or not?
Good. Now try rating these 3 things for History and Culture on a score of 1 to 5:
It doesn't matter. If something meets one the main criteria for should it be a portal. It should be fully reviewed. It should not be an auto rejection. That has always been my point.

Niantic can find who move the location easy as there is a record with the submission. It can easily be confirmed where the point was versus where it ended.
