About pokestop submission

Hi guys, sorry about my noob question.
Who reviews our portal/pokestop submissions?
12+ level Ingress players, i know that.
But i don't know, players from my city? from my country? Or totally random worldwide?

It could be anyone globally that has access to opr, and either lives within a set distance, plays, or has a location set within range.
It's rare to get actual, very near, agents reviewing submissions within the same city etc

I live in a city in Ontario and I get nominations from one end of Canada to the other, which is over 3,000 km.

Players with play area within the borders of the territories of the country where you submit, mainly. Also, within the same lv5 S2 cell if you are close to the border (this I know anecdotally)

I get Mexico submissions all the time and got pogo submissions before prime was allowed submissions. They rule isn't you have to be in the boundaries to submit. Agents get voting cells that share the mexico/usa border so agents in the us will vote on very far northern mexico pokemon go submissions. I am hundreds of miles from the US border I am an hour south of the Texas/Oklahoma state line.
I get submissions from Russia, Belarus, Latvia, Estonia and Sweden in Finland.
