edits should have lvl requirement, are practically threated as submissions, should be lvl 10 as well, lvl 1 is just dumb but i guess it was left out because only scanner redacted accounts were able to do it
I would say not a limit but a level requirement, L8 is the alright you just went from Pre-K to kindergarten! I believe L8 is decent enough for just edits, and keep portal subs at L10.
I like when all agents can help make Ingress better with edits. The problem are to few run edits in OPR and often skip. I never get faild locations for portals move when lots of agents skip edits in OPR.
Break it down a bit. Obviously you will get a lot of Pokémon GO players trying to move Portals to benefit their game.
So say level 3, you can edit the description. Level 5, the title and description. Level 8, the location, title and description. Have a little explanation the first time the agent attempts it.

Atleast put edits behind level requirement to prevent usage of disposal lv1 accounts.
