I'm confused with the School (K-12) category. School in Niantic definition include colleges and universities?

I believe colleges and universities do not fall under the category.

No, dont deny portals just because it is inside a college or university, dont make people waste time because they will just resubmit it
said that if you are going to deny it, its because deserve to be denied cause another reason
" which is basicly primary school and daycare center. High Schools, Universitys and Colleges would be acceptable here.
What about the ones like graffiti on the walls of a k-12?
Walls are still school property and should be rejected!

Colleges and universities are some of the most portal dense areas I have ever been to. They are not K-12 and should not be rejected out of hand. They should, however, still meet all other portal criteria.
