In the future, it will be three warnings in the *Game* that will lead to a ban, first 7 days, then 30 days, and then a Ban, but it hasn't rolled out yet.
Warnings for the Forum/Community are different and may not follow the same process.
I am not a Niantic employee, so one of them may correct this, or give a more definitive and authoritative answer, but that is my understanding.
The 3 Strikes program, when rolled out, is Applicable to your Ingress game account. When they mention comms, there are generally referring to in game communications.
I am sure they can ban you from the community if needed. But the ban that they are referring to in the protocol is work your game account. Previously the agent protocol was to be followed as well but it's not listed in their announcement. The text though specifically talks about you're Ingress account and that you have to do any replies in prime for any warnings.
Keep in mind some violations may require immediate account termination without three strikes or result in your inability to post messages to the in-game COMM. If you have questions about an action taken against your account, this article may help you understand what happened.

Considering this community account is tied to your Ingress account, I suspect any ban would also affect your access here. And likely, behaviour in here could trigger a warning I guess. It is an ingress platform after all.

Seeing the recent amount of people claiming they were banned, it seems being banned in the game does not affect you access to the community
