Strategic Portals, such as those in residential communities that are gated/limited access are still valid. Just because YOU can't reach it, doesn't mean no one can. The name of the game there would be to recruit someone who has legal access to that portal to capture, hack it, etc, or would be able to give you access.
The challenge is recruiting or befriending someone living in a secured mansion to access the portal behind a mansion, but within the property. I wouldn't want to trespass on private property at all. Should I start baking cookies and give them to the person who lives there to gain access to the portal? :)

Use IITC and a plugin that generates a deep link to the portal, or just manually craft a deep link to the portal.

intel deeplink, or if someone is using it, destroy one of the points, pickup a key when it drops, and use the key.
