Also, importantly, if we do have to delete, is this a one-off and we can continue to store scans? or was this some sort of regular cleanup that was done server-side and we can expect to see it again? ... if this was intentional, is it possible to at least get a warning next time?
I just had the same problem, stored some scans from different trips and first 163 failed, whereas 150~ most recent ones didn't have any problem, so it must indeed be related with certain dates.
It would be convenient to at least know if they are worth keeping or they will be lost no matter how much time we wait.

I'd like to hear that from @NianticBrian or @NianticCasey before I delete these scans. Given that NIA associated these with real $$ rewards, we can calculate the recompensatory value of our lost scans, so maybe they are getting their legal straight before they answer. 1800 scans equals a lot of frackers or BBs in my case.

@NianticBrian Can we get a response please? I have eight submissions queued up in the app from somewhere over an hour away that I'm not going to be back to for months. I'd really like to actually get these submitted.
I gotta agree with the statement above in a way - since this issue occurred, I've been able to upload scans and nominations just fine, but I still have a lot in queue that never seems to make it. I've given up most hope that these submissions will ever go through, and I do tend to fear a return of the issue especially now that days are too short for me to do anything involving light during the work week. But the worst, most demoralizing part of this whole bug is that this bug report, despite a lot of upvotes and comments, has never moved out of Active status and into Investigating. If the Niantic staff purportedly reviewing these bug reports doesn't want to take any action, or can't pinpoint a cause publicly, how will we trust that the issue will not recur?
The right solution should be to accept them scans. Give us credit for it and if they are really faulty throw them away server sided. Only good for scans.

I have the same problem. It’s really annoying. All the work…: pictures, scans and nominations

This has the label of "Active". What does that mean? It is not a status that is defined in "Read First: How to report a bug" discussion.

I got more than 10gb of scans that wont upload. The app seems to not even try it. Scanning is therefore dead. And no, rescannig is not an option.
local agent reported lastnight out of 25 uploads only 2 were valid for some reason.

It is very annoying that a bunch of scans I saved up for the Year 10 event now can't be uploaded due to this bug, that is a lot of wasted time and AP.
