Why is it not allowed to save more than 40 portal submissions for an later upload?
I recently thought about why it is not possible to save portal submissions for later uploading when you have no possible submissions left. But I could not imagine anything.
There are a few restrictions towards submitting new portals which (while some are for sure arguable) have all their own specific reason:
It's only possible to submit one portal per day or up to 40 for every day you didn't upload one. Clearly this restriction prevents the system from too many portal submissions (of low quality).
It's possible to submit a portal later on and remotely. This promotes a higher chance to take more time for a portal submission and maybe touch up the photo or search for additional information.
Remote portal submissions are only possible for a distance of up to 25 km from your current position. The intention of this seems to be preventing the submission of portals you did not actually visited yourself.
At the end of the submission process, it's possible to postpone the actual upload of the portal submission to a later point of time. This feature aids agents in any situations where an upload is difficult like a too bad internet connection.
Up to this point, all restrictions and features seem to have some sort of comprehensible intention and effect.
It is not possible to save a portal submission for a later upload if you have no submission left in the first place. But why? If it would be possible to work through the portal submission process with postponing the actual upload to a point (the following day) where you have an open submission again, none of the beforehand mentioned intentions would be disturbed. You could still not upload more than one portal submission a day (with the known stacking of up to 40 submissions), you'd still need to have been at the actual location (or less than 25 km close to it) of any submitted portal, you'd still have enough time to care for any submission individually and won't face any connection problems since you could just wait.
A change to that mechanic in the proposed way would have saved me countless unused great portal submissions during vacations which I could never submit due to the existing combination of rules. It's not to uncommon to travel to a place more than 25 km away, stay there for a while and discover many (maybe more than 40) great places. I just don't get how it could ever be a bad idea to encourage people to travel and populate the portal network while discovering new places while all other known restrictions are still met.
I'd appreciate any additional ideas, questions or hints at important things I might have overseen.

TLDR? You "saved for later" 40 nominations on Day One, didn't upload them - and on Day Two you didn't earn another nomination? Or you "saved for later" 1 a day for 40 days - then couldn't nominate on day 41?
This sounds like a Wayfarer issue.
I can see why Niantic wouldn't want anyone uploading 100, 500, 1000 nominations at once. The Wayfarer system is messed up enough without people swamping it further. They used to only allow 7 noms every 14 days, then 14 every 14 days. Are you saying that now they don't allow more than 40 saved off to upload at once?
Is the problem here just that they didn't document this? Wayfarer is astoundingly poor at documenting.
One option (that may not be desirable to you) is you can get to level 37 in the other main Niantic game and have another 40 available.
Okay, seems like I need to clarify this.
My question is why it is possible to make a portal submission (take a photo, title, description, location) and then save it for uploading later but not if you have no portal submissions left to wait until you have some left again?
This does not affect the amount of uploads (which is currently possible for up to 40 at once) in any way. You'd still have to wait until you are allowed to upload again.

This was my suggestion a long time ago. Since then it went from 14 to 40, but the 100 cap suggested could be higher if appropriate too.
@Perringaiden I really appreciate your suggestion. This would indeed be a nice way of rewarding people who submit many high quality portals and encourages wayfarer portal reviewing at the same time.
However, I guess your idea would require a little more additional developing than my simple twist of existing process steps. Moreover, my idea would also benefit people in your system with little credits, especially new agents, who go on a vacation and discover some more potential more portals.
So I guess both combined, your interesting credit system and my little process twist would be a great improvement to the current system.
