A friend of mine and me visited this Portal today:

We weren't able to take it down and capture the portal because the last blue resonator wouldn't go. The surrounding portals could be taken oder.

This is a known bug, drop a beacon on it and the portal will become 'unstuck'.
I'd like to add,for those who haven't BB in inventory,scan few times to trigger "planned BB" on Portal also helps.

Simplest (and free) solution: try giving a thumbs-up to the portal photo.
