As others have pointed out, @oscarc1, we all played for a year without anybody being able to submit portals, and neither the game nor the world ended. If Prime takes a while to get portal editing features, it's not going to be a dealbreaker for anybody who's actually here to play Ingress. Most players wouldn't even notice the feature was missing.
They probably won't, Niantic has traditionally always been reluctant to explain anything that happens internally.
But we're not dumb : 24h downtime for "planned maintenance" on a system that didn't have a single minute of downtime for planned maintenance in 6+ years, three months before this system is due for retirement? There's something more, and I'd bet good money there's at least some statistical analysis to anticipate how players will react to the actual shutdown.
But hey, it does sound better to write "we're shutting down for 24h, planned maintenance" than "we're shutting down for 24h just to see how many of you simply switch to Prime and play as they did on Redacted".
Unintended doesn't count as "planned maintenance". There indeed have been a few occurrences of service outage (mostly due to problems with GCP as far as I can remember), but before this month I can't think of a single time when Niantic announced "Ingress will be offline from X to Y because reasons", let alone for 24 hours.
If they wanted to, Niantic are perfectly able to do any kind of maintenance they want server-side without us ever realizing something had changed. Heck, if anyone has to know how to do a "blue/green" deployment, it must be Niantic on Ingress servers :D.
So when Ninatic switches the server backend from the old system over to the new Unity based system, there won't be any downtime? We also don't know if Prime was already running on the new server backend while Redacted still running on the old system and needed to be transferred over. But I'm gong to presume that is the case until Niantic says otherwise.
Prime is running all the time, the day they **** redacted u just will login to prime, no downtime i think since primce is already running on the new back-end servers otherwise it would not make sense.

I think they close REDACTED 24h for fix faster close when Niantic shout down REDACTED forever.

The new servers aren't ready yet.
They are supposed to be near the end of the year.
But Niantic say they shout down REDACTED in august.
