Those are the ones that respond my reports when I do them via the ingress support page. Supposedly they are humans. Idk if they're full time but they work there. Maybe they're just the same person/bot and uses different names to make it look like they have a team, we'll never know.
For one, Andrew Krug left at the end of 2019. But yes the team is roughly the same size. And as mentioned above, that picture isn't from 3 years ago. Joe Philley is in it, and he passed in 2015. That photo's from the Google days.
I think there was a sense that Niantic might use these forums to talk at the players, if not with the players.
Back during the Prime Beta, players were getting feedback from the developers, and changes were made to Prime's design based on our feedback. We even had a zoom session with the Product Manager at the time.

The photo at the beginning of that post predates the post by some years, and the post itself is a few years old at this point.

They're the names of Niantic support staff. I've had reports responded to from everyone on that list before.

Same number of people, maybe, but definitely different people. (The fellow to Brian's left passed away in 2015.)

Complaints and bug reports were still legion, but Prime was still relatively) new, so it felt more like a chance to influence where development went.

That's how it is in normal gaming communities. There are moderators and there are people who communicate with the players.
