In the same way that Adventure Sync cheapens the Trekker badge, poor POI and photos being approved cheapens the Recon badge, multiaccounting cheapened the Recruiter badge, etc. All of them can be exploited for personal gain.
However, there is no visual implementation of scan data in Ingress (nor any other game to date). And we do not know to what use Niantic is putting that data. As others have mentioned here, Niantic may well have a use for invalid or poor quality scans. Possibly to build quality detection methods, etc.
It's up to them to decide what to do with the data they have, what level of quality they will strive to obtain, and what they might do to limit abuse. We can only ensure that our own scans are of a usable quality for Niantic.
I will speak frankly, it’s unpleasant for me to play a game where instead of a 3D model of a familiar portal, someone’s scanned handkerchief will rotate, a used trash picked up in the nearest bushes, or God forbid, someone’s image of the intimate part of the body. And believe me, it will be, and it will not be my fault, many Pokemon lovers put ingress exclusively for the fan, to fly and do all sorts of nasty things. What will prevent them from making a mess and bedlam with scans?
Ingress has always been a noble game for people with a high level of intelligence. But with the latest innovations, portals with obscene names and all sorts of filth appear, and from this the quality of the game is rapidly declining.
But... You can't do anything about what someone else decides to scan. It's also not visible anywhere in-game, so those are all "what-ifs" and "maybes".
What you find unpleasant is your own mind making up scenarios that are not realised in the game.
The game experience is largely what you make of it. Don't sweat the things you can't control.
You realize scans are tied to a name? If there's any chance of auditing the scans, it will be easy to see where the abuse is coming from. People really have to worry about anything but their own self.
The EOS event would be an awesome thing to add into Second Saturday. (with a more flexible scoring system and definitely less points to achieve a badge)
Guys, is there any evidence this "problem" is widespread enough to discuss this much?
Because otherwise, this discussion is mostly serving as an "everybody else is cheating, you can get it away it, too" advertisment for submitting bad scans.
The thing is, Niantic aren't creating scans of the portals to be recreated in VR/AR, so we don't even know what exactly is useless data to them, theres a good chance 90% of the **** scans are still useful for the VPS.

Then why do something you can't control? Don't you think the portal scanning initiative is completely pointless?
I'll let my profile answer that question.
