Both in the intel map and in the app, a portal I previously scanned is no longer marked as 'scout controlled' with the orange ring. However, selecting the portal in the app shows that I am the scout controller with 2 scout points. This is a bug, right?
Interestingly, when I upload another scan, I become scout controller (announced in comm), the orange ring returns and portal status now says I am the scout controller with just 1 scan.

The second part of the report is intended, after 30 days (while the display in the portal doesn't update), you automatically lose Scout Controller status from the portal and you can retake it again, updating the display on the portal. This is a fairly recent change that wasn't communicated by Niantic, as far as I'm aware.
The "and can retake it again" bit is news to me, but I don't do a lot of uploading.
Regarding the initial issue, has the portal been moved (even slightly) since you first gained Scout Controller on it?

My immediate thought also leads to a moved portal...
The way the recording works for visits and captures, the table that stores the flags for display (as distinct from the actual Unique tracking) is based on the location of the portal, not the GUID. If the portal changes locations, the unique count doesn't change (it's based on GUID) but the display will lose its marker because the location in the table does not match the portal. Recapturing the unique portal will not increase your count, but it will replace the marker on the map. I'm not sure if Scout Controller is identical, but that's definitely how the visits and captures work.
I found out like a week ago only. I was able to retake scout controller from myself on a new volatile portal and it gave me the two bonus points for scout controller, as if someone kicked me out and I retook it from them.

I'm liking the expired scout count for own portals, but that's probably best left for another topic to avoid confusion....
I don't know of any newly ornamented portals, that are eligible for the volatile awards, all those I can see are either fresh or scanned while ornamented, (I think)

For me it doesn't appear. Portal is not moved, I took scout controller 1st time and then ring didn't appear in scanner or Intel.
I can upload as may scans I take, but it doesn't change. I'm Scout Controller and the ring is not appearing at all.
