I had never seen this situation. Wouldn't that be a bug? There was a link for the enlightened ones but it was not a barrier to creating a link for the resistance!!

This most probably means that the Resistance link was destroyed by spoofing. And then you used the time it was down to make your green link. But since a few weeks, spoofed down links are restored even if there are blockers. So Resistance link which was spoofed down was restored through your green blocker.
This is not a bug. This link was reinstated after a spoofer dropped it.
its also possible do cross links, it worked in redacted and works in prime.
