I suppose the stat counts continuously through the two parts of the event. And if the silver tier is, say, 20 and one has 23 capsules on the count I'd guess it's insta-silver.
I started a 2km capsule during the event and completed it a couple hours after the event ended today. My total capsule number went up but the challenge capsule number did not. Weren’t capsules started during the event supposed to count for the challenge?
Capsules finished during the event counted. Which is why some people got points for completing a capsule they started prior to the event, but not capsules that were completed after the event.
I wish Niantic would add adventure sync. I left my phone on while I walked all over at work over the weekend (draining my phone to practically 0% 7 times in 3 days), since I was stuck at work pretty much all of the days and only some days I could move around. I was only able to complete 3 capsules. Especially since I accidentally started a 4km one first :/. I kinda need my phone to be NOT DEAD at work. I also tried running it some while I was at home and it didn't seem to really count any distance. However, Pokemon Go reported that I had moved 32km this week ( vs the 8-9km that Ingress tracked despite having the app open on my phone for hours on end). There is way too much disparity between how Niantic's games are tracking distance and it's really annoying when it goes for a medal or a community goal. I wish I could be happier about participating in events but when I have to actually put extra wear on my phone ( and the inconvenience of having the battery being low when I might have to make a call or otherwise ) to achieve it I think that's a bit much. And before anyone asks, yes, I paid attention and claimed the capsules and started a new run within a reasonable amount of time, this is also where the frustration comes from when I could not seem to make progress. I'm running the latest iOS on an iPhone SE 2020 ( or 2nd gen).
EDIT: The app is seeming to say I completed 4 now that I re-launched it, but who knows if it registered in the time frame, I will add a screen shot from it too.
While it's not directly a solution, I would definitely recommend looking at an external battery for Ingress. I keep a 26k battery, and it allows my phone to go for hours without running out.

In terms of "What counts for the event", the entry for Kinetic Capsules Completed under Events not Health are what matters for the event. The entry under Health is for generally completing capsules all up.
Another quick question/suggestion: Is the medal awarded for the event (which is currently named "Kinetic Capsule Challenge") going to be renamed to "Optima Kinetic Challenge" to fit into the theme of the other medals awarded as part of challenges (which are named "Didact Field Challenge", "Umbra Deploy Challenge", "Aurora Glyph Challenge" and "Myriad Hack Challenge")?
Not only would the medal fit better into the theme of all the others but in my opinion "Optima Kinetic Challenge"-medal sounds better and a bit more exciting than "Kinetic Capsule Challenge"-medal.
Hopefully they didn't wipe out the stat like they did for the Hack the Planet event (which BTW we never got an answer about). Hopefully it's just that they made it non-visible for now and will make it visible again when the event is continued. I made 24 capsules during that event and will not be too happy if my efforts are erased.

Well, I enjoyed that challenge. Might have gone a little OTT on the capsules though 😅

@NianticBrian @NianticOfficial, what happened with Kinetic Capsule Completed (Kinetic Challenge Event) status ?its disappeared from profile now.
I don't know exactly when this happened, whether before or after the Operation Sentinel event started.
it looks like it's still there when the event Matryoshka Link Created is over. how do we continue the challenge in the future when it is now gone?
