This is especially difficult if you’re not much into discussions and simply wish to submit portal appeals. The template requires links and photos, but we must now post in other places to “level up” to be able to do those things.
We all know about this and sadly there is no answer at this time. The only thing you can do is make it to level 2 and you will be able to post links, images and quotes.
How to make it to 2 level? What should we do?

Not being able to quote others is a hindrance; especially if it's in a thread and you're replying to something 4 comments back!! 👍🏻
Keep posting, once you get 50 "points" (from "Insightfuls" and "Likes") you'll hit level 2.
Until then, if you need to share a link, just drop the https:// off the front. It won't be a clicky link, but people will be able to copy and paste it. If you need to share an image directly from a portal, be sure to add "s=0" to the end of it.
I can understand the reasoning for disallowing links (keeps out the bots), but not being able to quote doesn't make much sense. Especially when the error message doesn't even mention that. And users posting replies without quoting relevant posts makes the topics hard to follow,
You can reply to a post at level 1 @Zaltys , you just did it.
Add one more to the list: can't even report posts, got the same error message for trying that ('new users can't link').
(I edited one of my posts, and somehow it duplicated the message, showing both the old and the edited version. So I tried to flag it, and found out that *-users can't do that...)
Also what's the point with bots anyway, since only ingress users are allowed to login? Do they expect all the farmbots and spoofies or multiaccounts to comment on this forum? LoL
Getting 50 points just to post portal appeals is EXTREMELY limiting. Especially for agents who aren't interested in chit chat in the general forum. I hope they reconsider this terrible functionality. I don't care if they are worried about "spam." That is their problem not staffing enough moderators to weed out the riff raff from the legit posters. It shouldn't be placed on the users. But it's Niantic so of course nothing will change.,
Require level 2 for posting links could be acceptable, but why can't we quote someone at level 1? It make it harder to see context on a discussion with high traffic, as @LadyXara mentioned. And, as @Zaltys said, not giving a correct error message mange it even less understandable for the poster.
In short, my request is : keep level 2 requirement for posting links in your own posts, if absolutely necessary, but let level 1 members quote others. And if you let us do that, don't regard quoted links as the poster's own fit the purpose of requiring level 2 for links.

Agreed. All it does is lock a huge part of forums behind a level and makes an already new interface to many more uncomfortable. I know many who aren't joining for reasons such as this.
Wanted to actually just do an appeal and now I have to grind also forum points. This feels a bit like 2006. I will try to get the appeal through by leaving out the http in front. Thanks for that advice.

So surely this post will game the forum if every new comment creator goes back and likes and checks Insightful on all the previous comments.
Faced with the same problem: could not appeal for the portal removal, because I can not attach any proves to my question.
