they removed the win-trading from ToS, they're not punishing even the documented blatant offenders like agents from the other faction ultra striking junk mods from specific portals to create farms
To clarify, Wintrading was removed as an *explicit* entry as an example in the ToS owing to them being rewritten to be Niantic ToS rather than Ingress ToS.
Wintrading is still considered cheating within Ingress and is covered by Section 3.1 of the Niantic ToS which states that:
"Cheating includes, but is not limited to, any of the following behavior..."
The important part here is that the subsequent list contains examples of cheating, not an exhaustive list of actionable cheating. Wintrading was removed as an example only.
Why is that he keeps on playing next to opposing faction players, clearing their wrong linking for them to field, having almost no fully deployed portal, no contact with any player at all of the faction of his choosing, and never takes down any big fields of theirs!
This is not from last week, apparently it has been for several months now! Since his faction change! So yes, this player switched faction just so they could save on Jarvis items, to his friends.
Maybe all of that is not win-trading?
Becasue it has been reported by dozens of players... and here we are.

And just to back you up with an official quote:
Win-trading is cheating? =)
So why aren't the reports being treated fairly?
