I could go to a school and volunteer to help or I know of some schools that offer after school teaching to adults, doesnt actually change what it's PRIMARILY aimed for, boy scouts are PRIMARY aimed for kids/teenagers
Could make it so only 2 or 2 drones have that option on a single portal for maybe a day or 2 protection after. that stops multi accounters and even keeps it to 1 or 2 players at most. Plus, if this came into effect, wouldn't really cause much hassle other than the people who wait till the last secondn to charge will need to charge earlier
Wayfarer has a pretty solid case for schools. Not so much for scouting related operations. Majority of the scouting camps I've been to have been camping grounds that were open to anyone outside of scouting.

If its something that has other uses as primary use but also hosts scouts, accept. for example, a scout Hall, reject, a community hall that also hosts scouts, accept
No one has throwaway accounts. I'm willing to bet 99.9% of ingress players don't cheat. And if cheaters are going to cheat nothing will stop them from cheating. We can't let fear of cheaters stop innovation.

I've busted a lot of spoofers over the years and I've seen seen the same thing over and over-- some level 4 or 5 or barely 8 account shows up at a hard anchor completely out of the blue and spoofs it down, or occasionally up. Either Niantic auto-bans the account or we report it and the account gets banned, but it's no big deal for the spoofer because it's not connected to their main account. Sometimes another throwaway account shows up later and repeats the process, sometimes it doesn't.
You're probably right that 99% of Ingress players don't cheat, or at least 99%. The 0.1% or 1% who do cause oversized problems.
I think it always makes sense to consider how bad actors will adapt to proposed rules changes, and how honest players might use the rules to create an unintended consequence. It's best to consider these things beforehand rather than making the change and reacting after someone demonstrates how bad an idea it really was.
They should be able to identify if a throw away account is related to another, like using the same wifi and history of location. If it's a match, apply the ban hammer to both.

The only thing that can prevent cheaters from cheating is the ban hammer. Without their natural predator, cheaters infest the lands.
