Not a bug....
Its 7000cmu for 60days from launch but due to Niantic being threatened they reduced the txt....
The extra 2500cmu is a bonus not part of subscription....
No, the 2500CMU is the regular recurring value of the subscription.
The extra 4500CMU once or twice you get for subscribing in the first 60 days, is the bonus.

Just to confirm that we updated the visible text to
+2,500 CMUbecause of Agent feedback about displaying the ongoing base CMU grant instead of the current total CMU grant, but the actual CMU grant hasn't changed.
