Anomaly Capsules were also suggested a long time ago, whereby they expire after 48 hours or so, so you can put all the stuff you don't want for an Anomaly, temporarily shifted out of your inventory.
Items in those capsules would not be usable until the capsule has expired.
I do not thi k it is wise to use such Capsules outside of normal big public events as it would definitely unbalance the game
Legit use of capsule drops are for sharing gear between players, transferring keys and occasionally stashing stuff whilst you load up with other gear.
Illegitimate use of capsules is topping up from mules.
I can not see a huge negative to the notification being on COMM. Yes enemy agents might start scanning for the dropped cap. Usually for sharing gear, caps are snapped up fast if you are smart by the person you are transferring to. The main issue would be stashing longer term.
On the other hand, it could expose a ton of mule accounts/bots. Some will say "We are not the games police". Sorry but yes we are, or at least the games snitches. Why else have tickets for cheat reporting.
I've had to give keys over to someone during an operation quite often. Usually when I have a bunch of keys, but someone fails to show, and I have to offload the keys and let them throw, while I go cover someone else's clearing role.
I wasn't talking about when everything goes perfectly, but when things inevitably go wrong.
If you think someone is cheating, report them and move on. Having a COMM announcement isn't going to change your mind, and you knowing or not knowing won't change Niantic's level of knowledge.

You could drop them individually normally, having delay to use only on capsules. The point of the idea is delaying the cheaters not allowing them to beat a prep attack.
Why? If you know the agent you're concerned with, Niantic knows exactly whose capsule they picked up. You knowing won't add anything, and it will destroy any attempts at 'covert dead drops' which has been part of the games ethos for years.
At a minimum, if there were capsule drop notifications I would want them to have their locations significantly fuzzed and to be on a much longer delay than five minutes... more like 24 hours. In general I'm not a fan of the idea, though... I think it would do more harm than good.
I really dislike this obsession people have with destroying the game in order to punish other people. It's self destructive.
Imagine 'back in the day' having it announced on Intel that you just dropped a capsule and who picked it up... Some of the greatest Operations in history would have been blown.
Many players in my area have families or roommates that play together legit (not just backpack accounts because the kid has a phone) and are constantly dropping caps for others they play with. These notifications would get sooo noisy. Hard veto for sure.
Legit actions can also be obfuscated to reduce the risk of ops being blown, just drop n pickup randomly so the other side doesn't know when an important handover occurs.

They serve no legitimate in-game purpose other than to turn a certain class of players into self-appointed private investigators, and I expect that it would increase the drama quotient significantly.

I suspect what this functionality would turn up more than anything is how many people make regular deposits and withdrawals at the Road Bank.

Just no. Seeing it there is far more dangerous than pick up and drop off. I'd like to see cap limitations, but not that. 500 spaces depends on player strengths but 30/30/20/20 reso/x/cube/keys will be assumed with reallocation with known rechargeaholics.
I'm surprised you're not doing it at the play store level. I know Google is pushing on Play Pass and it would be awesome to see Ingress included as Pokémon Go is in the program. I also understand that 30 percent cut...
Very nice we can level up the inventory if we stay or pay say 1 year to 800. First level up 600 next 700 and last 800. I feel very fun to level up and earn more inventory space. I feel 800 are good and nice for the balance between subscription agegents and free player agents.
Or Niantic can relese subscription agents only can buy the 100 more inventory space 3 times only with the free CMU say 10 000 CMU. Now agents must save CMU if they like buy 100 more inventory space.

giving 500 additional inventory space to paying players is spit in a face to community, that is asking for more inventory space for years.
also price balancing is strange. in PoGo, niantic charges ~20euro for 500 inventory space that stays with player forever. in ingress price is 5euro monthly ? thats really unbalanced.
and for everyone who wants notifications for capsule drops, you obviously never transfered keys to remote location for key exchange for op. this would make it close to impossible to make them.

Brian addresses this elsewhere, regarding buying forever space, indirectly. But basically, Ingress needs to finds ways to stay afloat for the long term. Selling 500 space only benefits the game for the short term.

A capsule drop doesn´t prove anything in itself, and has to be backed up by further evidence or even confessions on tape, good luck with that.
