Can there be a level limit block on upvoting portal photos.

I keep seeing bad photos with multiple upvotes for the sole purpose of creating pokegyms. By limiting he ability to upvote to level 8 or 10 you can severely curb multi-account abuse, as well as photo manipulation abuse to get portal edits accepted.

Or they could just listen to reports, remove the tons of duplicate pictures and resetting all to 0 if is identify as abuse.
Better solution. Tell Pokemon Go to implement an upvoting mechanism in their own game, and quit using Ingress.
Implying it wouldn't be shared database.
A solution for this could be just locking the thumb system if there's only one picture on it.
I'm not trying to fix the concept. I'm trying to address the original complaint of lots of multi-accounts in Ingress.
The concept is flawed in its entirety as Ingress thumbs up have never been about the quality of a portal as a gym. But since they insist on it, let PoGo do PoGo. Who cares if there's a thousand thumbs up from PoGo on Ingress photos.
That would just result in lots of additional photos.

They should just stop using photo upvotes in Ingress as a way of determining gyms in Pokemon Go. That's a dumb mechanism anyway. I'd much rather have it be random, or randomized with some weighting toward wayspots with the most unique visits, or something.
Niantic has changed the methodology so that upvotes don't manipulate which Wayspots becomes a gym, it's now random. But this change was done too late in the lifespan of PoGo abuse.
Now we are left with a multitude of Wayspots with a dozen upvotes on a terrible photo and it's impossible to get a better photo to be the primary image due to not enough people around to upvote them (even with sharing keys).
It would be nice if the votes are reset, give an opportunity for better photos to be at the forefront.
It's not that random. They're also using the Scan data. Only problem is we can't see how many Scans a Portal has in total.

Although you are right, it probably isn't random, there would be a method behind most likely, but it seems random to the people that see the results (much like how Wayspots are decided in HPWU or Catan)
They might not using it automatically, yes. But that doesn't mean the information can't be accessed manually when an invalid portal report is made.
I agree there may be more metrics for selection. From Catan maps it looks like they figured out how to evenly distribute special POIs like Settlements & Gyms. So unless it's a tiny island where 2-4 cells intersect, it's probably not possible to concentrate such POIs in one place any more.

We need now a parity into edit and proposal level, do not influence them to create accounts just to mess up here because it seems easier.

Couldn't find any official source, the forums are a pain to search through lol But did find this topic with many people discussing the change which is dated December 2020.
It's coming soon to PoGo. It will be available to players in New Zealand starting February 9 and will be available to everyone after end of March.

I would have liked if it was not changed as some of the pogo players who download the app will start to play regularly. I know some pogo players who downloaded the app to upvote pictures who play regularly now.
The problem is that most of them just came to cheat, with cheating in mind. Let new players come because interest in the game. If you play both, talk about it and and try bring new people.
Most of players in my location that came just to lv up for proposals, edits and likes are long gone by now. On my city group, everyone has only spite for ingress. It's called the tool to edit/create pokestop.
It might have a few that came in and stayed, but its better to mix up the games. Just because you play Mario doesn't mean it is right to Nintendo make Zelda influence Mario games, making you buy Zelda to pass your levels on Mario.
Avoid the issue altogether - have portals show different pictures after every sepicycle. You'll have less incentive for upvoting based on popularity.
I think the harry potter did that. At least used many pictures that were different in the other games.
Here ingress has a reputation of being a serious game and everyone knows players can get banned if reported for cheating.
Because of this pogo players who play don't cheat and actually put effort into it.
If you can pass the message that tos is enforced and like get some cheaters banned or show proof of bans, the pogo guys will have fear of getting punished for cheating.
