After forced faction change,(L8) I can't submit portal and the kinetic capsule is broken

Hi! I asked at the team to change faction (I was near level 11) and I restarted from 0 first to get recursion, then
I reached level 8 and 2 bug occurred.
1)I can't submit portals.
2)Kinetic capsule is stuck at 0,(also when I restarted from level 1 but now I can't still interact with the capsule )
All of the other things works perfectly fine as before.

You can't submit portals until level 10.
With a forced reset, you didn't 'recurse', but rather reset the account back to zero.
I don't see any bugs.
So I need to reach level 10 also for the capsule?
The capsule looks fine, just play ingress and will start to sum km.
The kinetik capsule doesn't count even a meter , it's stuck at 0.I put a softbank while in the other faction and were progressing fine but then when I returned level 1 the capsule was like now stuck at 0 with a softbank inside.
Thank you for the support i was confused about level requirements for submitting nominations.
Open a ticket on support for the capsule if it didn't work after you but lv6.
