January monthly event started 22 minutes ago, Ingress restarted, but Kinetic Capsule still shows 8 km.
Not sure if it safe to start a new 2 km Kinetic program.

Multiple people have started a new program and got 2km, it should be safe.
It shows 2 km only after you have started a new Kinetic program.
You have to finish the current program before it changes, and try restarting the app.
This sounds like a caching issue on the client. If you haven't yet started a new Program, running the Program now will update the display and requirement to the current 2km reduced distance.
There was no current program running and the app was restarted 2 times after event start.
