@NianticBrian is this another attempt to justify Ingress as a "serves a different purpose than making money"? Because we'd really prefer to be given the option to give you money, via say "subscription" if it will stop development on things no-one wants to do which are completely unrelated to Ingress.
Please provide the option to disable all scanning functionality via account settings. I'm totally fine with Niantic wasting their resources, I just don't need to see it.

May I suggest to only show the ornaments if the "Enable Portal Scanning" option is enabled in settings? There's no point in showing the ornaments to people who don't have this option turned on.
This is nice, but let’s be honest, the requirements for Scout Controller aren’t just too high that it doesn’t make mathematical sense, 12,000 unique portals is highly unattainable for most people.
I’d suggest significantly reducing the requirements for Scout Controller, agents I’ve spoken to have said that the unattainable badge requirements are a barrier to start scanning, and leaving the badge locked.
I think a fair compromise would be to switch the requirements for Scout and Scout Controller, so agents have still got to contribute a great deal to the network to be awarded their Onyx badge, (before we even think about recursed Onyx), but it’s a fair and attainable value.
I don’t see myself starting to scan until Niantic begins to recognise community feedback, and accept that what they’re asking is too much.

I agree with the above comments, stop shoving portal scanning down our throats because nobody wants to do it.
I don't mind it as its increasing my Pioneer and Explorer, but each time a change is made it negatively impacts those of us that do actively scan. 400 scans a week is overwhelming; the AP bonus is too little, too late; the 15 second minimum scan time is too long: the 20 second maximum scan time is too short for bigger portals; not backfilling Scout Controller was moronic, etc.
To top it off, a lot of the VSCP's are correlated to PoGo gyms, which just pisses off Ingress players because we know there will be absolutely no use for these scans in Ingress!
Just give us subscriptions already, everybody wants it, why don't Niantic focus on player feedback - especially when they want to give Niantic money! Get your priorities right.
Finally(!) a statement about how the scans will be used - "and it means we can better anchor Portals in the right place and position in its environment, complementing lat/long information about the Portal.". Makes sense.
Also seems "volatile" portals are gyms in other games.

I think this is a great development NianticBrian, I'm so sick of seeing out of place portals that have been moved out of place by someone to either get another stop or gym or so they don't have to get out of their car to hack them. Or portals that are out of place and preventing new portals from being accepted because they are too close to an out of place portal. But for some reason every time I tried to get them moved back to their correct locations I'd get denied.
I was so hoping portal scans would be used to verify locations of miss placed portals. I really like scanning and are rapt to see it is now genuinely being used to improve the whole Wayspot network for All your games (not just Ingress)
Please keep going with Scout development, don't let the negative comments from those that don't like scanning hold you back in anyway whatsoever.
I have scanned any portal in my small town to get the scout. Then you released the scout controller with this unbelievable figure to get to black. So I decided to continue the scout by not touching any level of the controller. I have simple scanned on my round the 49 portals again and again.
Now with this change I have no clue to get the scout without the controller. As nothing else is possible on short term to gain any further Badge, I will consider to stop playing
Theoretically, yes. However due to the distribution of the VSCP's are you going to skip every other portal in a cluster and just focus on the VSCP's? What would be more efficient for your time.
Portal scanning for me takes about 5 minutes per portal, including travelling time (driving or walking). It's not just a short 15 second thing, it eats up entire days (or weeks now that the limit is a stupid 400 per week)
Except that far less than one third of the portals are marked with those higher values, so you have to go further and wider to find enough of them anyway.
"One tenth of my accessible portals provide 3 times the benefit" does not translate to "Requirements lowered by a third"
I don't disagree with you, at all. I quit scanning a couple months ago after getting the silver medal for Scout Controller and really have no reason to take it back up. In my opinion, there isn't enough incentive to warrant the time/effort required. Adding this multiplier is an interesting effort by Niantic. For me, until I know exactly how this will look and work in Ingress, I'm not spending anymore time with scanning, even if the tiers were fixed.
Why you are always bickering? No one is forcing to scan portals, even if you have an incompatible phone, calm down.
I understand some messages claiming they are shoving the portal scans to their guts but is still OPTIONAL. I do scan from time to time, not on a fixed schedule basis.
Also, I think it's a great move from Niantic because they started to give scanning more relevance (AP) and now an easier way to get the controller medal points much easier. The drawback would be to assign the scans from the exact time and date, but it's still a good idea. Whenever you have short time and can't build fields, you can scan and rise the controller medal. I like the idea, keep going this way.
I am aware and that is not what I am saying. What I am saying is even after you scan the said volatile portal, the marker stays on it. The design is flawed if the marker is supposed to stay even after the portal has been scanned.
Provided that you only need one scan to scout control the portal. If you need to spend three scans or more on the volatile portal to control it, you might as well just scan 3 regular portals.

Perfect timing for rethinking tiers of Scout Controller. If they were highly reduced I would go wild for scanning. Something like:
- Bronze: 50
- Silver: 200
- Gold: 500
- Platinum: 2000
- Onyx: 4000
And we thought yesterday markers will be something fun and new to ingress.
Do something for the game please.

Do we have to upload straight away to get the 3 points? If we upload later but the ornament has moved, will we still get the 3 points?
I believe everyone would like to see ornaments for unclaimed unique visit, and unique capture. Can this be done?!
Pokestop and gym scanning is available in pokémon go and a task for completing objectives. Its not just in ingress.
Here's the thing, if you only scan volatile portals, those are the number of scans it will require now. So, in theory, they did lower the numbers...

After scanning a volatile portal will the ornaments disappear? This is annoying! I would gladly scan all just to remove it from my map.

So I already used up 400 scans this week, but I somehow managed to have 1 scan available this morning.
Tried it on a volatile portal and no additional scout points were awarded. Is this even working @NianticBrian ?
Portal still says 1 scout point, badge did not increase by 2. Broken as usual.
Nope. It doesn't disappear. But I agree that it should. I don't know if its intended or just one of the other million bugs?
The markers are where higher values are awarded. They are not "Portals you have not scanned". Working as intended. Design flawed.

They ARE forcing big yellow squares like a plague ridden landscape, onto our UIs.
