Kinetic Capsule cannot be activated when base max XM is exactly 6,000

Activating a kinetic capsule is supposed to require 6,000 XM. At level 4, my base max XM is 6,000 XM. However, using a kinetic capsule with the XM bar completely filled results in failure with the message "Need more XM". This happens even if a hypercube is in use.

I didn't realize they made it accessible to level 4's yet.
Quite possibly, if they primed it like ADA and JARVIS, it's actually 6001XM.

No, I could use it at level 5 (base max XM of 7,000). And yes, this is after recursion.
If it's a 6001XM requirement the test would be load up to max energy, then run the capsule in a location where there is no latent XM (or you've picked it all up) then check the XM bar. I might do it myself next time I have to fill one.
I think it's intended behaviour. No action allows you to go to 0XM, only portal attacks can do that. That's why you can flip portals only 1 level higher than your level too.
After recursion I'll wait L5, because I face the same situation.
