Concerning Europe, MOST people in MOST places actually can participate safely to some degree as of today. Some countries even on lockdown - like France - are allowing an hour of outdoor exercise per day.
I’m personally really grateful for Ingress being up and running when all other social /cultural/sport activities are shut down or very limited. I think it has stimulated a lot, pushed me out on those bike rides /walks through the local forest, and helped me staying more or less healthy and sane…
So if you can’t participate due to living in a very crowded area and/or are completely forbidden to go outside, while I obviously do feel for you, I will also suggest to consider how much good such an event like this does for the health of MOST people who safely can participate.
This pandemic might, in the worst case scenario, be around for a really long time, and as we know other bad scary things happens worldwide all the time. Perhaps you can’t participate this time, perhaps next time it’s someone else who are affected.

The logical assumption here is that they simply haven't released or finalized the tier requirements yet. Given that Via Lux Odyssey was one of the first tiered challenges like this, and for every challenge after they released numbers for each tier, I can't imagine they'd go back to that. They've also changed every subsequent challenge so that anything "unique" means "unique within the challenge window." Seems unlikely they'd change that and revert their format improvements.

The fact that they haven't decided and won't tell us before the event is just as much of a problem as saying "10% of you get the top tier"
Thought you guys were monitoring over the pandemic? This is insane. I am in the UK and we are about to be locked down which limits me to local areas only.

The 400 points was an example. I am sure they will release real goals soon. The numbers they were going to use is probably being revised down, but the rumors are out there about what they were. You can search for yourself, I am not going to repeat them here.
Shame on Niantic for bringing this event to us at this time when the entire world is still waiting for a vaccine and many places are still heavily affected by the Coronavirus pandemic.
My argument is not about some countries having lockdowns. It's about bringing an event which encourages people to go to unique places which is extremely unsafe anywhere irrespective of the stage of the pandemic. I also do not like the double AP announcement and advertising that it becomes 4x with the apex to encourage more people to go out and play.
The combination of double AP and this challenge makes sure that both the team players and the stat /AP grinders play a lot during this event by getting outside. This event during a time when people all over the world are generally asked to minimize going out only for only essential needs is extremely irresponsible. Does Niantic want to contribute to the covid-19 cases by encouraging frustrated gamers to step outside when it's not safe? Haven't we lost enough people already to this pandemic globally? Please call off this event!
My EU country is in semi-lockdown but our movements are not restricted and the government encourages outside physical activity so this event comes at an ideal time. There is not much else to do. Nothing wrong with walking on your own. Lockdowns are not the solution anyway.
Personally, I would love to see more ways for people in lockdown to participate rather than remove ways for non-lockdown folks to participate. Can there be a drone hacking option? Can the lowest tier of badge be very easy to achieve during a walk to a grocery store?
Also, please keep in mind that safety in other areas of the world involves getting fresh air, outside, in remote areas. Mental health is just as important as physical health.

But... as an European who lives nearly in the middle of Europe I can look over the fence and see whats going on in our neighbour countries. Even in my country with a very soft lockdown a few counties have a complete lockdown. NIA, bad idea, really really bad idea. Delay it to spring next year. Just my thoughts.

NZ Australia, Taiwan South Korea have all but eliminated covid-19, but we cannot reach that 5million target, where as the UK, EU are going back into lockdown
On top of that, it is expected that the USA will have riots after their election.

They could have picked anything for this challenge yet they choose to start an event that requires going out the same week as a large number of us get told (or legally obliged) to stay at home again.
Why could they not pick a drone hack count or drone travel distance event or a glyph hack point event or something that 100% of the worlds players could have participated in?
Under normal circumstances this sounds like a great challenge but its going to be a real mission (or legally impossible) for some of us to do depending what the tiers are.

The virus doesn't respect borders. Just because you can go out it doesn't mean that you should, or that it's safe.

I remember in February 2020 the lockdown was in Japan and people there can't participate in didact field challenge.
Same situation now with different zones.
