I feel that the Agent Level reported in someone's Niantic Profile should report Recursions in addition to their current level.
It makes sense just so long as you're eventually expecting additional bonuses to open up based on Recursions.
Or better still just display you as L16 not your current recursion level.
What if the profile showed the AP/XP for each game instead? Many PoGo players have reached Level 40 multiple times, so showing 40 means nothing. Many Ingress players have reached Level 16 multiple times, so showing any level at all is pointless. Few HPWU players have reached level 60, but the game doesn't even show the amount of XP gained beyond that (sadly). But maybe the AP/XP could be a better reprentative metric than the level?

Since there's no way to recurse, and XP disappears at 40... how did they level multiple times?

Aside from the fact that someone's 'other' level 40 accounts wouldn't show anyway, the point is not to brag about how much you've done. It simply answers the question "Have you gotten to max level?". Which if you recurse, it fails to give a correct answer for.
Simple solution is to show 16 if you've hit it once, and ignore recursions to align with other games.
As @mortuus said, it's the amount of XP equivalent to levelling up multiple times. Colloquially people say "reached Level 40 x times", or at least they do here.

Players unfamiliar with Ingress would see Level 16 and think that's a pretty low level, especially if they are only familiar with PoGo. So they may think that the game was boring enough to not hold that player's attention for longer to attain a 'higher level'.
Regardless, without further information or incentive, I doubt anybody looks at the Niantic Social Profile and decides to play any of the other games. It's a novelty the first time you look at it, then you never look at it again.
The social profile is supposed to be for your "friends". While in PoGo gift trading for sub-40s incentivizes random friend finding, people who know you probably don't need to compare their AP to you as they probably already know.
What you're really talking about would be a public profile so you can show off to random strangers. An alternative would be showing "Max" instead of the max level.
