You level up with what you have, maybe convince a few travellers to come by and submit more things, and then when you get to L10, you submit them yourself. L10 is far easier than L38 in PoGo (unless you have a home Stop)
Except that's pretty much what they did do. The database was originally seeded with portals with data bought from commercial sources, before players could nominate. The OP is in an area of the world where this didn't happen.
The seed databases were very slim, and in terms of Panoramio very bad. They seeded about 300,000 portals. We've added seven million or more since then.
The POI database is Niantic's greatest asset, because things like Google Maps and Open Street Maps don't have the army of submitters who curate the system. No other gaming company can replicate it (for now).
Niantic could create a mechanism that would enable the submission of 14 portals to any level when the scanner was in a location where there was no portal within a 5km radius. However, only in-person submissions without using an existing photo.
If it's your intent to have a portal every 5 km, they might as well just auto add a grid of them to the entire planet. But then again, it will no longer be a poi network of stuff, it will end up just being like every other GPS game out there with stupid locations that make zero sense.
Back to the original issue, op either needs travelers to help out or begin the painful process of leveling up to level 10.
But with the current pandemic, especially with the rising covid19 cases in India, now is not the time.
If he wants to play Pokémon Go, he may be able to do some play from home with gifts and the free store items daily, but it won't be much fun.
Reaching out to other people via public comms might be a way to connect with others to help in the future. But it's likely going to be a while.
Stay safe for now, so in the future you can play in some way.

Stupid POIs already exists, It's a lot of 10cm drawing Pokemon becoming to the portals network.
Niantic does not care about cheaters nowaday in the Wayfarer, because what you worried about is not a issue to them, I say that because I made a lot of complaint and nothing changes.
But they're not submitting based on them walking down the road for the most part. OSM is mainly map nerds finding other maps to incorporate, such as alternate trail maps etc. It's not an army of people standing on the side of the road going "Oh that plaque is interesting".

Since we can submit portals using photo from galery.. cant we submit portal for this guy? Or it violate a rule?
You can submit if you're within 25km from the location.
