Multiple accounts to create missions for a region?

Is it allowed to create multiple accounts so that you can design more than 150 missions?
For the city I live in, I would like to create a lot more missions, my old ones because I am attached to them, but of course not delete them.
Does Niantic allow you to run multiple accounts to create missions?

I know some people have simply asked others to submit missions for them when they hit the limit.
Is there a way to get a permission from Niantic? ...
There are not enough player around here.
They have set a limit for a reason. They didn't had banners in mind when they created mission, so 150 is a extreme large amount for a single agent doing single missions.
Multiaccount isn't allowed for any reason and they won't give special permissions, but you can do it at your own risk. Even thou none might be able to proof, people will know that it was you, the banner maker who was multiaccounting and cheating all the way. Remember that you need lv7 to create missions.
Asking friends is the best solution, and avoid doing large banners. And if no one else did your banners, delete to.open space for a better one. The missions won't disappear from your scanner.
Also, that might be a good way for Niantic increase the revenue of ingress, by selling mission slots. I'm sure a lot of agents will buy them.
You can always delete older missions for new ones
